The Turin factory, another in a series of closures, shuts down, leaving workers jobless and uncertain. Salvatore, a worker, climbs the tower in protest or rage, threatening to jump. Giorgio, a shop steward with opposing political beliefs, saves him. The third worker, a visually impaired and autistic keeper, joins them, climbing the tower to keep them company. Abandoned by everyone, they wait for journalists to arrive. These diverse perspectives reflect the past thirty years of life in the country, marked by wasted opportunities, betrayed hopes, crimes, massacres, and political power struggles. We watch through archive footage, contrasting this wicked dance of events with the simple common sense of three people with no power, hanging on a tower, building a friendship without realising it.

Now in the Far North (i.e. Milan!), Alberto has accepted to manage a program for efficiency improvement in the Italian Post. He devotes all his time and all his energy to this noble task and neglects his wife Silvia, which of course annoys her beyond limits. Things do not fare much better in Castellabate where it is rather Maria, Matta's wife, who gets on his nerves by always blaming him for his lack of ambition. The film follows Nello, the recently hired director of a newly developed work cooperative of former mental patients. After the closure of state psychiatric hospitals and asylums in Italy under the Basaglia Law many former patients were left with few resources and little hope of reintegrating into society. With the intention of actually improving the lives of his pupils, rather than just sedating them, Nello encourages them to expand their individual abilities and explore the wider world around them although, regardless of intention, there is sometimes a price to pushing boundaries too quickly.

With very weak health and wait for the police to evict the immigrants occupying the building Pantanella Luigi remembers working in the mines of Belgium, along with Italian immigrants, their allocation to Giano, a suburb where subhuman living conditions provoke wars among the indigent, his work at Caritas, creating homeless shelters, first aid to AIDS patients, their struggle for racial and religious integration ... and above all, lack of support from different political parties and leaders of the church itself.

Policewoman Anna Mari is forced to play a dangerous game with the title serial killer. If she loses, she witnesses the maniac's tortured victims having their throats cut in explicit close-up detail via webcam. She teams up with British cop John Brennan to find out the identity of the murderer.
