A kind of Italian Robin Hood leads a fight against a tyrant and his henchmen.

As he does every year, Severino, a young hawker who goes around the festivals of the various villages in the Po Delta, returns to Migliarino to sell his knick-knacks and tell far-fetched stories about the future and progress. Besides the beautiful Marina, three gullible old friends live here, pensioners who live off poverty, to whom he proposes the sale of a hectare of sky.

Maria and Paul love them, but they are very young and, moreover, Maria is the daughter of the municipal sweeper while Paul is the lawyer Bonelli, vice mayor and head of the opposition. To complicate the story there is the reconstruction of a hermitage destroyed during the war. Reconstruction would take the view of the Paseroni villa, big industrial and political traffic. Bonelli's lawyer, a great speaker, becomes a mayor for the death of his predecessor and is bought by Paseroni, while rejecting the love of Paul and Mary for social differences and why Paul should stay behind Doddy Paseroni. At this point, Paul and Mary flee to kill, just as Bonelli has to hold a talk on the radio for the inauguration of Paseroni's villa ...

The castle of the counts of Ventimiglia is conquered by the spanish Van Gould, who kills the count and sends his three sons in the Antilles. The ship is attacked by pirates and the three brothers are liberated. They decide to join the pirates to have revenge on Van Gould, who has also moved to the Antilles on the command of the viceroy.
