Detective Kazami (Kazuyoshi Ozawa) is on the trail of his target, a mysterious woman. His investigation leads him to a secluded mansion where he witnesses more than just a drug deal—he stumbles upon a brutal murder. The killer? An Asian man who effortlessly eliminates multiple yakuza in a flash. As Kazami delves deeper, he uncovers whispers of this enigmatic figure in Okubo. Their paths cross unexpectedly, and tension rises as they come face to face. A single gunshot pierces the man's shoulder, throwing them into chaos. With Kazami's help, the two narrowly escape. Thus begins the peculiar cohabitation of "the man who saw too much" and "the man who was seen."

Roku Takewaki (Ryuji Harada) of the Rikiishikai launches an attack on the head of the Ebina Union! However, the attack fails, leading to Roku’s imprisonment and Rikiishikai falling under the control of the Ebina Union. Upon his release, Roku is expelled from the organization by Rikiishikai’s Wakagashira, Gondo (Hideo Nakano), and is forced to survive by working as a shady debt collector. One day, Roku learns that Gondo was secretly behind the failed attack. Armed with twin pistols, he storms into Rikiishikai alone…!

Ryuji Yashiro (Mitsuki Koga), Wakagashira of the Sumida-gumi, and his Wakagashira-hosa Takashi (Makoto Kurami) have long supported the organization with their fearless determination and brute strength. Despite slowing them down, Kazuya (Koji), the biological son of the Yoshida-gumi’s boss, had always chased after them desperately. The three were inseparable. However, everything changed during the two years Ryuji and Takashi were overseas procuring weapons. Now the head of the Yoshida-gumi, Kazuya had broken away from the Sumida-gumi and begun causing chaos on their turf, incited by the rising Kansai-based Tamaki-gumi, who had no regard for anti-gang laws or traditional codes. Driven by rage, Takashi is swiftly taken down, and when Ryuji rushes to the scene, he is forced to face an ultimatum from the Sumida-gumi: "Make amends as a yakuza—by becoming a civilian."

The Kurosaki-gumi, led by Asakawa (Kazuyoshi Ozawa), contributed greatly to their expansion into Kanto, but he became the target of relentless harassment from Wakagashira Kito. Unable to endure it any longer, Asakawa slashed Kito and was expelled, only to be assassinated soon after by an unknown hand. It is then that Sejima (Hakuryu), the Kurosaki-gumi’s Wakagashira, returns after serving his prison sentence. With the quiet flames of vengeance burning within him, he sets out on a path of retribution.

A small rural town is caught in the middle of a conflict: the local Gotoda-gumi versus the Ebisu-gumi, who want to seize land for industrial waste disposal. In this countryside with nothing but hot springs and violence, a lone man suddenly appears. That man is a former Organized Crime Division detective (Hakuryu), whose wife and child were brutally murdered. His life destroyed by the yakuza, he now lives for only one thing—revenge. With a single purpose burning inside him, he throws himself straight into a hail of bullets.
