CBI officer Kasi gets tasked to investigate the disappearance of a judge. However, when he finds the culprits, who are three corrupt policemen, they get killed one by one and Kasi gets framed for it.

Due to his honesty and refusal to meet the demands of those in power, inspector Ramachandran is often transferred from one town to another. Soon, he finds himself in an area that is highly terrorised.
