Based on a manga written by Tatsuhiko Yamagami, the story is set in a former seaport town Uobuka, where 6 former criminals were sent to live there by the government, with the intention of re-socialising them. Aside from the few who know about the project, the general townsfolk has no idea of the former convicts' identities. Tsukisue is the pleasant and efficient municipal official put in charge of the programme. As he slowly learns about their past, a body is discovered.

With the death of Nobuhide Oriki (Tokuma Nishioka), a brutal succession battle erupts within the Oriki-gumi. By vote, Nobunaga (Hitoshi Ozawa) becomes second-generation boss, forcing his brother Nobuyuki into rebellion. In the bloody aftermath, Nobunaga kills both Nobuyuki and his relative Nobuyasu Iwasaki (Hitomi Matsuda). Tragedy deepens as his right-hand man Masahide Hirako (Jiro Okazaki) takes his own life, and his father-in-law Michizo Saimon (Shinzo Hotta) is assassinated in a coup. Now as boss, Nobunaga sets the underworld in motion once more: Ujiyasu Nanjo (Sansho Fukami) rises in Kanto, Motonari Mōriya (Shinichi Chiba) expands in Aki, and in Nagano the fated clash of Kenshin Uemura (Ryuji Harada) and Shingen Takebe (Shun Sugata) begins. But the greatest threat comes from Yoshimoto Imanishi (Naoya Makoto), leading the invasion of Owari. The “war of the elephant and the ant” is about to reach its endgame.

Rise of the Underworld Lords— The mighty Murohachi Alliance, once unifying Japan’s yakuza under Kyoto, collapses, and a fierce struggle for supremacy erupts nationwide. In Owari, Nobuhide Oriki (Tokuma Nishioka) leads the Oriki-gumi on a campaign for unification. His eldest son and underboss, Nobunaga Oriki (Hitoshi Ozawa), believes in conquest through brute force, seizing territory by any means. Meanwhile, Shingen Takebe (Shun Sugata) of Kai wages war in Shinshu, clashing with Kenshin Uemura (Ryuji Harada) of Echigo. In Aki, Motonari Mōriya (Shinichi Chiba) expands his Mōriya family’s reach across the Chugoku region. And in Suruga, Yoshimoto Imanishi (Naoya Makoto) and his Imanishi-gumi, vowing to crush the Murohachi Alliance, launch an invasion into Owari. Acting under orders, Ieyasu Tokusawa (Yasukaze Motomiya) collides with the Oriki-gumi—plunging the underworld into an age of war.

The fall of Yoshimoto Imanishi spreads Nobunaga Oriki’s (Hitoshi Ozawa) reputation across Japan. In Omi, he forges a brotherhood oath with Nagamasa Asakawa (Daisuke Nagakura), further extending the Oriki-gumi’s influence. Alarmed, National Police Agency Director Ichijo (Masahiko Tsugawa) orders their destruction. Meanwhile, Ieyasu Tokusawa (Yasukaze Motomiya) abandons the Imanishi-gumi, declaring independence as the Tokusawa-gumi. Upon learning this, Nobunaga extends his hand, joining forces with Tokusawa in pursuit of nationwide unification. Elsewhere, Yoshiaki Ashitaga (Kazuyoshi Ozawa), ousted from the Murohachi Alliance, seeks to rebuild it, turning to Shingen Takebe (Shun Sugata) for aid—but is coldly passed around. And from Fukui, Mitsuhide Akashi (Mikio osawa) of the Amakura-gumi moves the pieces of the board, pulling the Oriki-gumi into the next great upheaval.

3rd film in a 6-part series. Umehara (Ozawa Hitoshi) finds further proof of the internal spy within the WRC organisation's ranks, and moves in to expose the traitor, concerned more with the protection of the organization and his brotherhood than the Chairman's seat itself. Meanwhile, Tamura (Sugata Shun), partners with the Chinese mafia to further plague - if not eliminate - Umehara's faction. Meanwhile, Tadano (Namioka Kazuki), beginning to buckle under pressure, visits the hideout of Yuko (Sasaki Kokone) who is revealed to be part of the mysterious Unit Zero and becomes face-to-face with Inspector Sano (Shinsui Sanshou) ...

The finale of a 6-part series. Finally, the time has come for the election of the chairman at the WRC executive meeting. Chairman Umehara (Ozawa Hitoshi) was thought to be the sure candidate, but Vice Chairman Konno (Noguchi Masahiro) puts his name forward as a candidate for the position in a surprise move. Chairman Tamura (Sugata Shun) is arrested, but is released by Inspector Sano (Fukimizu Sansho) and sets out to assassinate Umehara. Meanwhile Tadano (Namioka Kazuki) has uncovered the entire truth about his assignment into the WRC, the "accident", and must ask himself: What is loyalty, when your "allies" use you and your "enemies" protect you? A bloody finale ensues!

The 4th entry in a 6-part series. Searching for more information about the spy within the WRC and needing networks and leverage to do so, Umehara (Ozawa Hitoshi) takes off to South Korea with his loyal second, Han (Yamaguchi Yoshiyuki) in tow. Meanwhile, Director Tamura (Sugata Shun), contacts Inspector Sano (Shinsui Sanshou) with info on Umehara's movements to bring his downfall. And Tadano (Namioka Kazuki) still pursues the truth about the "accident" he survived, and the burgeoning memory of a familiar pair of silhouettes ...

The 5th film in a 6-part series. After his beloved Ji-hyun (Otsuka Rina) is murdered, Umehara (Ozawa Hitoshi) hides his grief while searching for the spy, armed now with information from the North Koreans. Tadano (Namioka Kazuki), who is indeed one of the WRC embedded spies, is informed by Inspector Sano (Shinsui Sanshou) that his record in the police database has been erased. Meanwhile, Umehara is arrested by Sano at the scene of a transaction with the Hong Kong mafia, and the goods in question are the trigger point where all factions begin to collide and the truth emerges from the wreckage...

Shock and suspicions circulate in the aftermath of the death of the WRC Chairman, and the competition between Umehara (Ozawa Hitoshi) and Tamura (Sugata Shun) begins in earnest. An internal spy was discovered and executed, but rumours of another one circulates the WRC and plagues the guilty conscience of Tadano (Namioka Kazuki). However, the interference of the Chinese Mafia is discovered, and Umehara has suspicions about Tamura's involvement with them ...
