A game of chance begins when a tenement dweller is found dead in his kitchen after putting on a new frying pan he had won at bingo. The frying pan was placed among the prizes, and a mysterious bald person instructed the bingo leader to give it to the person who later became the victim.

Following political upheaval, traditionally poor countries have stopped exporting raw materials. The Western world is entering an economic crisis, which is rapidly spreading to Norway. Unemployment rises sharply, and it becomes more difficult to obtain food. The government does not officially acknowledge the crisis, but fear spreads among the population. Demonstrations between the population and the police are now a daily occurrence. Thomas and Vera are also unemployed. The only way out of their predicament is to move out of the city and rent an abandoned farm. The sale of food is banned. Military forces arrive to confiscate what little they have. Later, the city population follows, traveling to the countryside in panic to secure something to eat.

On a small green island out in the sea, they live in harmony - until a stranger comes. Like a hurricane this rocks the small society, and a killing lets all hidden forces loose.

A nationwide press was impressed with "Skadeskutt". The director Edith Carlmar, one of the first female directors in Norway, was compared with Hitchcock for her work. For actor Carsten Winger, his portrayal of the character in the movie was considered a victory and a big achievement. "A sure success", "Impressive" and "A victory for Norwegian Films" are some lines from the critics. "Skadeskutt" is one of the breakthroughs within Norwegian film making.

Businessman Braa has many enemies and is put in prison after a scam. While in prison his wife dies of a serious illness, while Roll takes over the business. But he is not popular with the workers. When Braa gets out, it's time for revenge.

A young Norwegian woman lives in a remote fishing village Dreaming of life in the big city, she sends her photo to a beauty contest. She is appointed to represent Norway in a competition for the "Nordic Venus".

The film is often referred to as a «labor film», because it is one of several film dramas from the 1930s that the Norwegian labor movement supported and which should give the audience an understanding of the labor movement's politics.
