The third part of the epic "The Way of the Leader" tell about the student years of Nursultan Nazarbayev, about the most important stages of his personality formation against the background of key events in the history of the country, when the future of Kazakhstan's industry was being built in the steppes.

In this heavyhanded political allegory, set in the plains and mountains of Central Asia, a tribe of people led by the fanatical Mavrut (Vladimir Msrian) wanders about in the most desolate parts of this already desolate region in search of a mythical "Land of Happiness." Their quest is hampered by the fact that they must all live a life which is extremely ascetic. One tribeswoman expresses a desire to have a child, but is rebuked by being reminded that she has vowed never to have worldly ties that would distract her from the quest. When she has a child anyway, she and her lover are made to pay for this crime in a horrific way. Despite that, the child becomes a kind of holy mascot for the group, touted by the leader as a kind of savior. They are distressed when the child goes missing one day, only to appear mysteriously on the opposite side of the rapids of a river, beckoning to them.

The story of two Cossacks from Zaporizhzhya Sich, who had been taken as prisoners by the Turks, but were able to release themselves and get home. But it is going to be a long way and it is very unsafe, so the heroes will find many dangers and obstacles.

The plot is based on events that took place during the severe drought of the early 1970s at the construction of the Toktogul Hydroelectric Power Station. The commissioning of the station's first phase was complicated by the fact that the water needed to start it was also desperately needed by the parched fields. There were many debates (with both personal and professional ambitions involved), and in the end, the problem was solved purely mathematically—rather than by agricultural engineering: salty water from the Kyrgyz Sea was diverted to the fields, while clean mountain river water was directed to the first turbines.

One of the mountain passes of Tajikistan, which is an important strategic object, is controlled by the Basmati detachment of Kurbashi Kerim Dodho, who is respected by the people. The head of the OGPU Paramonov, in order to avoid bloodshed, convinces Kurbashi of the expediency of holding peace talks. However, the counterrevolutionary group, which has its own people in the militia units, is trying to interfere with the negotiations between Paramonov and Dodho, a Bolshevik sympathizer.
