A group of rogue martial artists take over a peaceful city and it is down to Hikaru, an ex-con fresh out of a five-year prison sentence for manslaughter, to take out the violent gang. She recruits other martial arts heroes to destroy the criminals and will use her legendary Whip Fist Karate.

Akira Kiyota (Ryusuke Nakamura), an ordinary salesman with poor performance and heavy consumer-loan debt, feels crushed by the harshness of reality—far from his wild days as a former biker gang leader.
