Newly appointed 7th-generation head of the Takematsu Union’s Kurumaya faction, Atsumi Toraji (Kazuyoshi Ozawa), recklessly squanders drug money on partying and harms Noboru, the underling of his sworn brother Hiroshi (Yasukaze Motomiya), ignoring the pleas of Hiroshi and Sakura (Yuma Asami). Despite growing resentment among Hiroshi’s men, Hiroshi can’t abandon Toraji, his elder brother-in-arms. But when Toraji causes an incident, the third-generation head of the Tago family, Dazai (Ryuji Harada), severs ties with Kurumaya. Hiroshi rushes to apologize but is turned away. Enraged by Hiroshi’s actions, Toraji expels him and his men. Now alone, Toraji begins to put a mysterious plan into motion...

The Kanto Mutsumo-kai, one of Japan's foremost gangster organisations, is under the dictatorship of Sugo, the third president of the Ryujin clan, and Saito, its president. Toraji (Ozawa Kazuyoshi), who rebelled against this dictatorship but was unsuccessfully insulated and expelled, is picked up by his uncle Ryuzo and joins the Takematsu Rengokai. Toraji recruits a group of local delinquents headed by Hiroshi Maeda (Yasukaze Motomiya) into his ranks and begins a guerrilla war against the Kanto Rikukai-affiliated Yoshinin-kai. The two expand their power, but Toraji begins to dabble in stimulants and gradually goes berserk. An assassination plot is hatched against Toraji, and Hiroshi tries to stop it.

Kyoichi Sakura (Ryuji Harada), the underboss of the Ichihara-kai, is known as the brains of the organization, trusted absolutely by Chairman Ichihara. One day, the boss of the rival Sanno-kai Todo-gumi is shot by a member of the Ichihara-kai. To take responsibility, Kyoichi is expelled from the syndicate. However, it was all part of a trap set by an internal spy. Soon after, loyal followers and other yakuza who had been exiled gather around him, and together they form a new group known as the Hamon-gumi — the exiled syndicate.

Now leading the Hamon-gumi (the exiled syndicate), Kyoichi Sakura (Ryuji Harada) receives a request from Ichihara-kai’s chairman to eliminate a violent gang terrorizing Kisarazu. However, it turns out the gang’s leader is the son of the Sanno-kai Kenzaki-gumi boss, head of a massive organization. To make matters worse, a Chinese mafia group allied with the Kenzaki-gumi retaliates by targeting the Four Kings of the Hamon-gumi. The once tightly united group now faces the threat of collapse...

Heizo's cousin Senemon Misawa and his son Katsuzo visited Heizo's home.
