Azmi, a legal adviser refuses to sign the budget of the celebration of a project as it's twice what was spent on the project itself. He gets fired from his work, and decides to write a comprehensive report of all the daily atrocities in the hope of presenting it to higher authorities.

With the housing crisis worsening and cement blocks constantly creeping up to swallow old houses with their inhabitants, a jungle of wolves that live in a fierce world lies behind the cement jungle. As a young journalist and his beautiful wife clash with what they think is the wolf of the jungle, it turns out that this wolf is only one of several wolves in a whole jungle of wolves.

While on the run from some people, Osama seeks refuge in a remote guesthouse run by Mansour, a miserly old man, and his wife Salma, a young and beautiful dancer. An illicit relationship develops between Osama and Salma, and she tempts him to kill her husband in order to seize his wealth and freely enjoy their love. However, Mansour’s daughter arrives to spend her school vacation, and when Osama sees her, his life changes completely.
