Inspector Srivastav is framed by a wily and cunning gangster, J.K., and unable to prove his innocence, hangs himself, leaving behind his wife, and son, Vijay. Years later, Vijay has grown up and has joined the police force as an Inspector. Unlike his dad, he is corrupt and does accept bribes to turn a nelson's eye to crime. The City Police are assigned the task of apprehending a customed man called "Shahenshah", who operates at night and targets, tries and kills gangsters in a "Judge and Executioner "style. No one knows the real identity of Shahenshah, as he is feared by the police department, and respected by the poor and middle-class.

In this Indian take on the classic superhero story, a young baby from the doomed planet Krypton is sent to Earth, where he is adopted by an elderly couple in India who name him Shekhar. After growing to an adult and learning about his origins and powers, he goes to the city in search of his school sweetheart, Gita, who has become a newpaper reporter. Verma has hatched at plan to become rich by devastating part of India with natural disasters, then buying up all of the abandoned land. The emperor thwarts his intention of parting with his belongings to his lecherous nephew, Thakur Veer Pratap Singh and instead pledge everything to his grandson, Prince Anil. Before the Thakur can take any action on Crown Prince Anil; the emperor asks his trusted manager, Diwan Sardarilal to escape with Anil. But the Thakur catches up with the Diwan and abducts him thus he is separated from his wife and children with the crown prince losing his way in the process. Even after 20 years the Thakur is still holding the Diwan as hostage until he release information about two separate lockets which contains a secret map leading to a hidden treasure.

Architect and Poet Salim Ahmed Salim lives in Nizamuddin, India, along with his widowed mother. He re-locates to Lucknow where he is employed with Shirazi & Company. He instructs her not to leave the house, and when she persists, he sells the house and decides to re-locate to Lahore, Pakistan. Salim attempts to stop them but Hamid assaults him and leaves him senseless. Salim does recover but takes to alcohol and a Courtesan named Phoolrani in a big way. His mother intervenes, and compels him to get married to their new neighbor's daughter, Sahira, which he reluctantly does. Now trapped in a marriage with a woman he does not love, Salim continues to frequent Phoolrani's brothel, with hopes of being re-united with his estranged sweetheart - only to find that the seemingly demure Sahira will not let go of him that easily.

A Police Inspector, Ravi, has been assigned the task of apprehending notorious gangster, Shera, who, however, proves to be too elusive for him. Ravi then seeks the assistance of another gangster, Raja, who is doing time in prison. Released in the custody of Ravi, who doesn't know that Raja has his own agenda behind this so-called co-operation.

Diwan and Bhagail Singh kill Kanwar for his property. In the confusion that follows Kanwar's wife Laajvanti and her sons, Shankar and Ravi are separated. Shankar drifts around in search of his mother and Ravi. Ravi works for Diwan and loves his daughter Reeta. Shankar and Ravi are friends.
