Kintarō Yajima is a former leader of a motorcyle group and also a former tuna fisherman. He lived a wild and reckless life during his days as the leader of the motorcycle group. He now jumps to the corporate world and begins work as a salaryman.

When a mysterious electro-wave human runs rampant through the city, the various women of the Kamen Rider universe gather together to stop her. But what does this attacker want? And is she connected to the letter Hana receives claiming to be from her true family?

Englishman Bryan Jenkins was living peacefully with his Japanese wife Itsuki and daughter Alice in London, when his Japanese mother-in-law suddenly passes away, and the family decides to uproot to Tokyo to look after his father-in-law Tsuneo.

The story chronicles upon the past of Gai Kurenai and Jugglus Juggler, the original series' main protagonist and antagonist, who were once heroes fighting on the side of light, facing Dr. Psychi and his army of Bezelbs.
