Tore Sagen er broren til Steinar Sagen, og vokste opp på Holmlia i Oslo. Han gikk på Holmlia ungdomsskole og Nordstrand videregående skole, og ved to skolerevyer ved Nordstrand jobbet han som lystekniker.
